LCID has no affect on Currency/Date formatting.
The LCID is set from within the PDadmin settings, under "Advanced"/"Misc". To change the LCID code, enter it there. You should not change any hard coded LCID in the *.asp files.
If after you save the LCID in PDadmin, the "sample" formatting on the setup page remains the same, than your server (or PC) does not have the appropriate language/locale files installed to support that LCID. Anytime PDshop/PDadmin detects an error with an LCID, it will automatically override the LCID in the settings and display the store in US English (1033). To correct this, you need to install and configure the Locale/Language files on the server. Contact Microsoft for support on this.
