How to obtain access to the FedEx Web Services, with PDshop
Before you can use FedEx shipping rates in PDshop, you will need to obtain a FedEx Web Service "Key", FedEx Web Service "Password", and your "FedEx Meter Number".  Below are the steps you will need to take.

Step 1. Go to the FedEx Developer Resource Center, http://www.fedex.com/us/developer/

Step 2. If you do not have a Developer account, click "Sign up" and register, otherwise login.

Step 3. Click on "Technical Resources" on the left hand menu.

Step 4. Click on "FedEx Web Services for Shipping".

Step 5. Click on "Move to Production".

Step 6. Next you will need to obtain a "Production Key", scroll down for the "Obtain Production Key" button.

Step 7. Next, you will be asked if you "intend to resell your software", please select "No".  You will also be asked if you are a "Consultant" or "Corporate Developer", if this is your website select "Corporate Developer", if you are setting up FedEx for a client, select "Consultant".  

Step 8. Accept the FedEx license agreement and provide any contact information requested by FedEx.  

Step 9. FedEx will now send you a confirmation email with your account details such as your FedEx Web Service "Key", FedEx Web Service "Password", and your FedEx Meter Number.

Step 10.  In the PDshop Admin, click on the "Settings" tab then click on "Shipping".  On the FedEx tab, enter your Web Service credentials, select the services you wish to offer, enter your "From" shipping address, and select any default package settings.  

NOTICE: If you decided (or were required) to first obtain a "Developer Test Key", be sure to select "Test Server" after entering your Test credentials in PDshop.   The "Production Server" can only be used with a Production Key, and the "Test Server" can only be used with a Test Key.
